Pre-Purchase and Rental Housing Instructor

Service Area: Statewide Virginia, with emphasis on Northern Virginia, Central Virginia, and Southeastern Virginia / Hampton Roads
Time Commitment: Up to 15 hours per month, depending on class schedule
Length of Commitment: 12 months preferred
Reports To: CEO, Housing Counseling Program Manager, or Lead Housing Counselor
Position Type: Volunteer or Part-Time Contract, depending on VHCDC need

Role Summary
VHCDC is seeking a skilled and community-minded instructor to help deliver pre-purchase homebuyer education and rental housing education to renters, prospective first-time homebuyers, and community members across Virginia.
The instructor will help participants understand the homebuying process, rental housing responsibilities, budgeting, credit, savings, fair housing, affordability, working with housing professionals, and the role of housing counseling. The instructor may support VHCDC’s First-Time Home Buyers College, rental readiness workshops, renter-to-homeowner orientations, and community education sessions.
HUD’s counselor training materials identify core subject areas relevant to this role, including financial management, housing affordability, fair housing, homeownership, avoiding foreclosure, and tenancy.
Key Responsibilities
The instructor may assist with:
- Teaching VHCDC-approved pre-purchase homebuyer education classes.
- Teaching rental housing education and tenant-readiness workshops.
- Co-facilitating First-Time Home Buyers College sessions.
- Presenting general information about the steps to homeownership.
- Explaining budgeting, credit readiness, savings, debt management, and affordability concepts.
- Helping renters understand the difference between renting and buying.
- Explaining the importance of housing counseling before and during the homebuying process.
- Presenting general information about down-payment assistance without making eligibility decisions.
- Reviewing homebuyer timelines, document preparation, and readiness checklists.
- Supporting class registration, attendance, evaluations, and participant follow-up.
- Helping develop or update PowerPoint slides, handouts, quizzes, and class activities.
- Participating in webinars, community workshops, employer sessions, and apartment-community presentations.
- Encouraging participants to schedule counseling appointments with VHCDC staff.
Possible Class Topics
The instructor may teach or co-teach topics such as:
- Personal Finance and Credit
- Understanding credit and credit reports.
- Budgeting and saving for homeownership.
- Mortgage Options and Lender Overlays.
- Understanding Affordability (Debt-to-Income ratio).
- Working with Realtors, Lenders, Home Inspectors, and Settlement agents.
- Property Surveys
- Home Inspection Basics
- Avoiding Scams and Predatory practices.
- Fair Housing basics.
- Rental Rights and Responsibilities.
- Overview of Down-Payment Assistance Programs.
Compliance Boundaries
The instructor may provide general education but may not provide individualized housing counseling unless HUD-certified and authorized by VHCDC.
The instructor may not:
- Tell a participant whether they qualify for down-payment assistance.
- Tell a participant whether they qualify for a mortgage.
- Advise a participant to choose a specific lender, Realtor, settlement agent, or financial product.
- Review individual financial documents outside VHCDC-approved procedures.
- Provide legal advice about leases, evictions, contracts, or fair housing claims.
- Promise grant funding, mortgage approval, or home purchase outcomes.
- Use class participants as personal business leads.
All participants with individual questions should be referred to VHCDC’s housing counseling staff.
Ideal Qualifications
- Strong presentation, teaching, or facilitation skills.
- Comfortable speaking to groups in person or virtually.
- Knowledge of homebuying, renting, budgeting, credit, or financial education.
- Ability to explain complex topics in plain language.
- Patient, respectful, and encouraging teaching style.
- Comfortable working with diverse households and income levels.
- Ability to use VHCDC-approved curriculum and materials.
- Reliable and able to prepare before each class.
- Willingness to follow fair housing, confidentiality, and compliance requirements.
Helpful but Not Required
- HUD Housing Counselor Certification.
- Experience teaching first-time homebuyer education.
- Experience in real estate, mortgage lending, housing counseling, community development, social services, or financial education.
- Bilingual ability, especially Spanish.
- Experience with Zoom, PowerPoint, Microsoft Excel and Adbobe Acrobat.
- Familiarity with Virginia homebuyer assistance programs.
Training and Materials Provided
VHCDC will provide:
- Approved class curriculum and slides.
- Instructor guide and talking points.
- Program overview and approved DPA language.
- Fair housing and confidentiality expectations.
- Class registration procedures.
- Attendance and evaluation forms.
- Referral instructions for counseling and follow-up.
- Orientation to VHCDC’s First-Time Home Buyers College and related programs.
Time Commitment
The VHCDC First-Time Home Buyers College is a 15‑hour course consisting of five modules taught over one week each month, Monday through Friday from 6 PM to 9 PM, except in July. Instructors should be available virtually during that designated week, based on class scheduling. Evening or Saturday availability is especially helpful, as many renters and working adults cannot attend during standard business hours.
Preferred commitment is 12 months.
